Chief's Message


Chief D.E. ButlerSeveral years ago the Berkeley Police Department made a long term commitment to changing its philosophy and policing style. The policing techniques, often referred to as Community Oriented Policing and Problem Solving, were adopted and the label Community Involved Policing (CIP) was used to identified the change. At the time it was recognized that organizational change is a slow process and the expectation was that it would take up to seven years to bring about the type of changes being considered.

The men and women of the Berkeley Police, working with the rest of city government and community members, have made major transformations in the operations of the department since the implementation of CIP in January 1994. All of us are justifiably proud of the efforts that have been made up to this point. As an organization we are on the right path to enhance police services to the community and make Berkeley a better place to live and work.

Although the agency is headed in the appropriate direction, there is still much work that needs to be done before we make the full transition to Community Involved Policing. Our challenge, as individuals and as an organization will be to continue implementation of CIP and strive to achieve our goals of:

  • Quality of Service
  • Community Engagement
  • Problem Solving

I am confident that the outstanding staff of the department, in cooperation with the community at large, will achieve exceptional results as we work on our ultimate purpose - providing for public safety and quality of life in our community.
