My initial reaction to this diagram cannot be typed in civil Internet  
forums.

Neither can my second. Or even my third.

However, upon deeper reflection, I am reminded of the old saying about  
the more complicated the system, the easier it is to stop up the  
plumbing.

A policy framework like this is a monumental achievement for Beltway  
bureaucrats but an EPIC FAIL for IA.
