File Transfer Protocal (FTP)

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) was signed into federal law on August 22, 1996.  This legislation provides a much strengthened child support enforcement program.  The child support program benefits children and families by locating non-custodial parents, establishing paternity when necessary, and establishing and enforcing child support orders.  One key provision of the PRWORA Legislation is a requirement that all states have a program to timely report information about newly hired/rehired employees.  Act 97 of the 1997 Louisiana Legislative Session requires Louisiana employers to report all New Hires to the Louisiana Department of Social Services (DSS), Office of Family Support, Support Enforcement Services.

The federal and state requirements for new hire reporting are as follows:

  • All employers must report all new hires and rehires within 20 days.
  • The New Hire Report must contain, at a minimum, the name, address, occupation, and social security number of the employee; and the name, address, and federal employer identification number of the employer.  It is important that this information be accurate and legible.
  • Reporting may be accomplished by any of the following methods:
    • Internet - This option is highly recommended due to 24 hours a day, seven days a week access and is the only method with which you receive a confirmation of receipt.  It saves postage fees and/or cost of diskettes, tapes or cartridges.You may report On Line.  This site enables the employer to report new employees by manually entering new hire data on-line.  Or you may report by File Transfer Protocal (FTP).  This site enables the employer to upload new hire data files.  These files must be formatted in a specific layout as outlined in the New Hire Media Guide.
