Arthur J. Roth became New Yorks Commissioner of Taxation and Finance on June 15, 1999 with his unanimous confirmation by the state Senate. He served as Acting Commissioner since April 1999.
Mr. Roth first joined the Tax Department in March 1996, serving as Deputy Commissioner for Tax Operations, overseeing the Departments audit, compliance, discovery and nonfiler detection programs, as well as the criminal enforcement activities of the Departments Revenue Crimes Bureau.
As Deputy Commissioner, Mr. Roth played an integral role in implementing fundamental management reforms envisioned in the Total Quality Management initiative set in motion by his predecessor.
Commissioner Roth served from 1991 to 1996 as a Senior Consulting Director with Coopers and Lybrand. From 1968 to 1992, he was the founder and Managing Director of Roth Nobis & Co. P.C., an accounting firm whose clients included high technology and manufacturing firms, and professional practices.
Commissioner Roth is the former Chairman of the Albany Municipal Water Finance Authority and the Special Commission on Tax Exempt Property for the City of Albany. He also is past president of the Northeast Chapter and former member of the Board of Directors of the New York State Society of Certified Public Accountants.
Commissioner Roth is the 1998 recipient of NYSSCPA Outstanding Certified Public Accountant in Government award. He also received the 1998 New Administrator Award conferred by the Empire State Capital Area Chapter of the American Society for Public Administration.
Commissioner Roth holds a Bachelor of Science degree from Syracuse University. He served as a First Lieutenant in the United States Army, 31st Artillery Brigade, Army Air Defense Command between 1962 and 1964.
Commissioner Roth and his wife, Nancy, live in Albany. The couple has two daughters.
