This appears to have been a widespread attack via the Internet -- many other sites in the USA (at least) were similarly attacked. The solution seems to be that available patches must be applied to your systems. Microsoft has analyzed the attacks and says that systems that have all current security patches applied are not vulnerable. Jimmy Lehmkuhl (OIT/O&E) has posted the most recent patch (that appears to address this specific attack) to the CSR mailing list and to his web site.
