Well, first I'll need the email address of your neighbor, their name and
phone number, address, etc would be helpful as well. Whatever you have!

I could give you a few websites, but it's not safe because sniffers might
pick up on me sending that kind of thing around.  It's easier for me just
to check out their system from here and see if we can do one step better
than just hjacking their internet! =)
