[Infowarrior] - Correction: State Dept 'hacking'

I have been told by trusted sources that "the State Department’s strategic communications team bought some modified ads and put them up on the tribal websites.  There was no hacking involved and it seems entirely within State’s authorities."

Still, somebody clearly mis-spoke and/or mis-reported things. 'Hacking' implies something totally different.
