Perino condemned Gen. Pervez Musharraf¹s declaration of ³emergency rule² in
Pakistan. She said that the administration is ³deeply disappointed² by the
measure, which suspends the country¹s constitution, and believes it is never
³reasonable² to ³restrict constitutional freedoms in the name of fighting
terrorism²:

    Q: Is it ever reasonable to restrict constitutional freedoms in the name
of fighting terrorism?

    MS. PERINO: In our opinion, no.
