Firings follow data loss
Report says cover-up hindered recovery

COLUMBUS - A state tape containing confidential information on more than 
800,000 Ohio residents might have been recovered if law enforcement had 
been notified sooner, Ohio Inspector General Thomas P. Charles said Friday.

In his 35-page investigative report, Charles said a supervisor 
encouraged a college intern to keep sensitive details from police, or 
the tape might have been recovered from the trash.

Charles recommended disciplinary action. State officials immediately 
accepted the resignation of Ohio Administrative Knowledge System (OAKS) 
Project Manager David White, fired intern Jared Ilovar and terminated a 
consulting contract with two Compuware supervisors.

"In hindsight, administrators we interviewed universally agreed that 
they should have notified the patrol and other authorities at least 48 
hours earlier," the report said. "Contributing to the failure to notify 
the Highway Patrol and other state officials in a timely manner was a 
complete breakdown in the reporting chain."
