It gets "better" -- now they say many more kinds of records were
available and had SSNs attached:

hamptonsocialsecurity.jl15,0,6210278.story?coll=dp-news-local-final

Total exposure is guesstimated at 100K records.

From the articles it seems that the Hampton folks have little idea
what was supposed to be available, and are trying to see how many of
the records were accessed over the net. Since a criminal
investigation is under way, they also seem to have not ruled out the
possibility that the system was maliciously set up to allow this
access, or that they consider accessing the information they made
available to web surfers to potentially be a crime.
