Andrew Otto Boggs (aka INCURSIO)

Andrew Otto Boggs, of North Wilkesboro, North Carolina, was a member of "Crackas With Attitude," a hacking group that used social engineering and unauthorized account access -- rather than technical exploits -- to target senior U.S. government officials from around July 2015 through February 2016. Using the online alias "INCURSIO," Boggs and other co-conspirators gained unauthorized access to personal accounts (including AOL, Verizon, and Comcast accounts) belonging to senior government officials and their family members, and posted stolen information and derogatory comments about victims online. According to a federal affidavit, Boggs was directly involved in breaking into law enforcement databases, including the FBI's Law Enforcement Enterprise Portal, and exposing the personal information of roughly 20,000 people. He was also charged in connection with false personation of government officials, aggravated identity theft, computer fraud, a false bomb threat, and harassing telephone calls made as part of the conspiracy.

Boggs, then 23, pleaded guilty to conspiracy to commit computer hacking and was sentenced on June 30, 2017 to 2 years in federal prison, agreeing to pay more than $100,000 in restitution.
