The Navy Center for Tactical Systems Interoperability (NCTSI) is
assigned as the Chief of Naval Operations (CNO) representative
responsible for executing the Navy's interoperability policies and
for certifying the interoperability of U.S. Navy tactical data
systems used in fleet operations or in support of Joint or Allied
operations. NCTSI has the additional responsibility, within the
Navy, for the development and configuration management of the
Tactical Data Link (TADIL) message standards, United States Message
Text Format (USMTF) message standards, and operates, maintains, and
manages the Navy Network design Facility (NDF). NCTSI also conducts
certification testing, provides support to the fleet, and
participates in other interoperability forums as directed by
CNO.
