India rejects autonomy plan


NEW DELHI, July 4: India's cabinet on Tuesday unanimously rejected a proposal to grant greater autonomy to occupied Kashmir, setting the ground for a confrontation with the held state's ruling National Conference party. The cabinet's decision to reject the autonomy proposal was apparently aimed at preventing the controversial proposal from reaching the parliament. "The resolution of the (occupied) Jammu and Kashmir assembly on the report of state autonomy has not been accepted by the cabinet," spokesman Pramod Mahajan told reporters after a hastily convened ministerial meeting on the controversial issue. Last month, occupied Kashmir's legislative assembly had approved a resolution backed by Chief Minister Farooq Abdullah and his National Conference party seeking to limit New Delhi's power to defence, foreign affairs and communications. Newspapers said the Bharatiya Janata Party (BJP), which leads the coalition government, had wanted to quash the state's demand for autonomy at cabinet level to prevent it from going to parliament.
BJP leaders see shades of separatism in the autonomy proposal, although the held state's leaders say it would only meet legitimate aspirations while countering separatist propaganda. "The resolution....poses a clear threat to country's unity," BJP's general secretary Narendra Modi told the Times of India in an interview published on Tuesday. "It is a call for another partition." The autonomy plan has also faced stiff opposition from the Rashtriya Swayamsevak Sangh (RSS), a Hindu voluntary body seen as the ruling BJP's ideological parent. Held Kashmir's assembly is dominated by lawmakers of Chief Minister Abdullah's party, which is also a small member of the ruling federal coalition. Farooq Abdullah has denied that he is seeking to turn Kashmir into an independent state. This, and the more potent autonomy plan, are seen by its critics as pulling the state away from India's mainstream.-Reuters
