The Health Insurance Portability and Accountability Act (also known as the Kassebaum-Kennedy legislation) includes a provision establishing the "Medicare Integrity Program." That provision gives the Health Care Financing Administration (HCFA) specific contracting authority, consistent with Federal Aquisition Regulations, to enter into contracts with entities to promote the integrity of the Medicare program.

At this time, HCFA is conducting two procurements under the MIP contracting authority:

  1. A Program Safeguard Contractor (PSC), and
  2. A Coordination of Benefits (COB) Contractor,
and planning at least one other:

Currently, HCFA is not providing opportunities for organizations/individuals to meet with HCFA staff since MIP procurement efforts may not be complete or we may be in a procurement process that would preclude us from meeting with organizations/individuals. HCFA will procure all services for MIP efforts by procedures as set forth in 41 U.S.C. and the Federal Acquisition Regulation (FAR).

We encourage you to submit information for the MIP Bidder's List. Your inclusion on the list means that you will receive information concerning future solicitations for services, Pre-Solicitation Conferences, etc. It will also allow you and other companies to contact each other for potential bidding purposes. All we need is some basic information and we will include you on the list that will show up on the MIP Webpage.

Caution: HCFA will use its best efforts to notify everyone on the MIP Bidder's List when we issue solicitations. However, we cannot guarantee that we will notify everyone. Inclusion on the MIP Bidder's List does not relieve a Contractor of its responsibility to review Commerce Business Daily (CBD) and Internet notices in order to formally request solicitations and receive them timely for proposal submissions.
