The Landscape Contractors Board (LCB) is a State agency that protects consumers by regulating landscape contracting businesses. Oregon law requires that all landscape businesses who work on residential and nonresidential property in Oregon be licensed with the LCB. The LCB accepts workmanship (and other) complaints against licensed contractors, usually responding to these complaints (called "claims") with informal on-site investigations/mediation and, when necessary, more formal adjudication very similar to a court.

The LCB is established by statue (ORS 671). Policy authority is vested in a seven-member board appointed by the governor. There are five contractors and two public members on the Board. The Board meets quarterly in Salem. The Board has appointed a full-time administrator, Ken Keudell, who is responsible for the LCB’s day-to-day operations. The functions of the LCB are performed by CCB staff in accordance with an interagency agreement.

The activities of the LCB are funded from licensing fees paid by the contractors. No general fund (tax) dollars are used.

The staff is divided into several sections. These include Licensing, Claims, Enforcement, Administrative Services, Information Systems, Education, and Hearings.

Our Mission
To assure consumer protection, contractor competency, and fair competition in Oregon's landscaping contractor industry.
