Despite not living in California for some time, Gregory Evans still lists an affiliation to "The California Association of Licensed Private Investigators". This can be seen on his LinkedIn profile, LIGATT biography and other places.
In California, private investigator applicants must pass a criminal history background check. Convicted felons are not allowed to obtain a PI license. With Evans' convicted felon background, he would not be eligible to obtain a license. Further, checking the California Department of Consumer Affairs: Bureau of Security and Investigative Services web site, a search for Evans or LIGATT return no matches for Gregory D.
